Mission & Vision

Influencing the EU legislative process through policy work on a national level.

Objective

We want motivated SIOPE members in all SIOPE member states. Those members will be leading the policy work in their respective countries by engaging with local governments to influence the EU legislative process. We call them the SIOPE Ambassadors.

How we do it

Through a network of SIOPE Ambassadors. This network of well experienced SIOPE members and Young SIOPE members will be connected through an online platform where they have access to all the SIOPE policy materials and extra educational content. Through the platform the SIOPE Policy Team stays in contact with all Ambassadors and provides extra support and updates through webinars, one-to-one calls, or text messages. Furthermore, the platform allows the Ambassadors to stay in contact with each other and exchange experiences. At the SIOPE Annual Meeting a session will be dedicated to the SIOPE Ambassadors and their successes and experiences throughout the year.

Influence EU legislation

The EU legislative process is a collaborative effort between the European Commission, the European Parliament and the European Council. On all this levels the decision making process can be influenced by advocacy work. The European Commission sends out EU Consultations to Stakeholders that forms their basis on which they propose legislation. The Commission proposal is then reviewed by the members of the European Parliament who themselves consult stakeholders to form their opinion on the topic. As the members of the EU Parliament represent their people in the EU Parliament they can be influenced by their needs and wishes. Finally, after the EU Parliament has released their opinion the European Council reviews the proposal and forms their own opinion. In health matters the member states are represented by their respective national health and research ministries, which can be influenced on a national level. They themselves will consult with national stakeholders. We would like the Ambassadors to be especially active with their national health and research ministries as they have the best access to them. We would therefore like for SIOPE Ambassadors to influence on all the mentioned three levels under the support and guidance of the SIOPE Policy Team.

The Ambassadors

The Ambassadors will be motivated SIOPE members who are willing to take on advocacy work. They would on their own initiative reach out to their local governments with the materials and guidance provided by the SIOPE Policy Team. The time investment very much depends on the Ambassadors themselves. We would like them to invest at least enough time to answer to EU consultations, for which the SIOPE team would provide draft responses, and forward policy position papers of the SIOPE Policy team, if possible translated into their national language, to their local governments.

SIOPE Policy Team and SIOPE Ambassador Network

The SIOPE Policy Team will provide support and guidance to the Ambassadors to their best abilities. Vice versa the Policy Team is excited to hear and learn from their Ambassadors. The exchange shall be a two way street.
